EU Council gives final approval to customs reform targeting e-commerce
The Council of the EU approved a customs overhaul that makes non-EU platforms the importer of goods they sell, ends the €150 duty exemption and adds a small-parcel handling fee by November 1. Cross-border sellers shipping into the EU are directly affected.
The Council of the EU gave final approval on September 3 to an overhaul of the EU customs framework that makes non-EU e-commerce platforms the importer of goods they sell into the EU and introduces an EU-wide handling fee on small parcels by November 1, 2026. The European Parliament is expected to approve the final text later in September, before it is signed and published in the EU's Official Journal.
