EU sets €2 customs handling fee on e-commerce imports from Nov. 1
The European Commission set the new EU handling fee at €2 per item for e-commerce goods from outside the EU. Dutch authorities say it starts November 1, on top of the €3 flat duty, raising costs for cross-border sellers who ship parcels directly to EU buyers.
The European Commission has set the new EU customs handling fee on e-commerce imports at €2 per item, in a draft delegated regulation dated September 21, 2026. The Dutch government and Dutch Customs say the fee will be charged from November 1, 2026, on top of the €3 flat customs duty that has applied to low-value parcels from outside the EU since July 1.
