EU makes product IDs mandatory on e-commerce customs data from Nov. 1

From November 1, every item shipped from outside the EU to EU consumers must be declared with a seller SKU, a manufacturer part number and, where one exists, a barcode such as GTIN/EAN. Cross-border sellers shipping parcels direct to EU buyers risk customs delays if the data is missing.

Starting November 1, 2026, every e-commerce item shipped from outside the EU to an EU consumer must carry product identifiers in its customs declaration. Under Commission Delegated Regulation (EU) 2026/1022, which amends the EU customs code's data rules, declarations for distance sales must list a merchant product identifier, a non-standardised manufacturer identifier and, where one exists, a standardised code such as a GTIN or EAN, for each item. The rule has been voluntary since July 1; it becomes mandatory in 25 days.
